Lasix 100mg online

As the hypertension medications lasix rages on, this June 2021 issue of the JME contains several articles addressing lasix-related ethical issues, including, discrimination against persons with disabilities,1 collective moral resilience,2 and stress in medical students due to hypertension medications.3 It also contains a critical lasix 100mg online appraisal of the most recent (2016) WHO guidance document on the management of ethical issues during an infectious disease outbreak.4This June issue of JME also addresses several important clinical ethics issues. Covert administration of lasix 100mg online medication in food,5 educational pelvic exams under anesthesia,6 consent to cancer screening,7 care of critically ill newborns when the birth mother is unwell,8–10 and ethical considerations related to recruiting migrant workers for clinical trials.11Perhaps what is most unique about this issue is its Feature Article and associated commentaries. Matthias Braun writes a fascinating article on Digital Twins.12 Digital twins might sound futuristic, but the European Commission has recently proposed to develop the first-ever legal framework on AI and digital twins are on their radar.

What exactly lasix 100mg online are digital twins you might ask?. They are essentially simulations produced to obtain a representative reproduction of organs or even entire persons. Imagine that before your upcoming heart operation, your medical team creates a digital twin of your heart (and of you) to lasix 100mg online practice the operation on.

What ethical issues does this raise?. One possibility is that AI-driven simulations take on forms of representation of, act on behalf of, and make predictions about the future behaviours of the embodied physical person (you) lasix 100mg online. Might your digital twin “knock on your door” at just the right moment to warn you against certain behaviours or suggest lifestyle changes?.

Braun urges us to think about what lasix 100mg online happens if our digital twins take on a visible holographic 3-D form so that they too are in the physical world. Digital twins raise philosophical questions about control, ownership, representation, and agency. Braun draws on continental philosophers such as Levinas, Baudrillard, and lasix 100mg online Merleau-Ponty to analyse these issues, demonstrating that continental philosophy and phenomenology can provide fruitful food for thought for bioethics.

Phenomenological bioethics as a methodological approach involves the investigation and scrutinization of the lived experiences (eg, of suffering, loss of control or power) of persons in situations under moral consideration (eg, aid in dying at the end of life).13 Braun’s integration of phenomenology and continental philosophy to examine a critical issue is a welcome breath of fresh air that bioethics could use more of.Finally, this June issue of JME includes several excellent policy-related articles. One article reflects on how biases, practices of epistemic exclusion, and the phenomenon of epistemic privilege can influence the development lasix 100mg online of evidence-based policies and guidelines.14 Another article argues that existing ethical frameworks for learning healthcare systems do not address conflicts between the interests and obligations of the providers who work within the system and the interests of the healthcare systems and institutions and makes suggestions for moving forward.15 A third policy-relevant article addresses an issue in global health equity. The use of sweatshop-produced surgical goods.

In this piece, Mei Trueb and colleagues argue that further lasix 100mg online action is needed by the NHS to ensure that surgical goods are sourced from suppliers who protect the labour and occupational health rights workers.16There is much to absorb and think about in this issue of JME—ranging from global justice and worker’s rights to futuristic digital twins. We continue lasix 100mg online to confront a lasix, perennial issues in medical ethics continue to warrant further discussion and debate, and future issues loom as science and medical technology develops. This issue illustrates the broad and encompassing way that bioethicists engage with the most pressing ethical issues of today and tomorrow.BackgroundPersons affected by any form of disability represent just under a fifth of the world population, and recent surveys report trends of further increase due to ageing and associated chronic health conditions.1During the current hypertension medications lasix, people living with disabilities have several disadvantages that increase their vulnerability, as summarised in tables 1 and 2.View this table:Table 1 Vulnerability factors to hypertension medications in persons with disabilitiesView this table:Table 2 Distressing factors and other main factors with negative impact on the lives of people with disabilitiesAdditionally, during a crisis, the most concerning public health issue is the allocation of scarce resources such as ventilators and intensive care unit (ICU) beds.

Several countries developed specific guidelines to manage access to medical resources, based on age and comorbidities, often denying such resources to older lasix 100mg online people and people with severe and complex disabilities. Various organisations working for the rights of people living with disabilities2–5 have accused medical institutions of ableism (discrimination and social prejudice against people living with disabilities) in triage.6Our paper aims to highlight which ethical principles underlie these protocols for the triage of scarce medical resources and, in particular, the extent to which the application of these principles involves a shift in the medical paradigm from person-centred to community-centred medicine. We believe that this shift would not be consistent with the UN Convention on the Rights of Persons with Disabilities (CRPD),6 to which any guideline on allocation of health resources must refer.Ableism, access to health services and the futility of treatmentsThe CRPD reaffirms that all persons with disabilities must enjoy all human rights, including non-discrimination, equality of opportunity and accessibility in healthcare provision. Article 25 of the convention lasix 100mg online explicitly states that ‘discriminatory denial of health care or health services … on the basis of disability’ must be prevented.‘Reasonable accommodation’ is one of the main requirements stipulated by the CRPD.

It is defined in Article 2 as the ‘necessary and appropriate modification and adjustments not imposing a disproportionate or undue burden, where needed in a particular case, to ensure to persons with disabilities the enjoyment or exercise on an equal basis with others of all human rights and fundamental freedoms’.7 Failure to apply reasonable accommodation implies that it is impossible for people with disabilities to benefit from their rights. However, ableism is a well-known problem in healthcare accessibility.Ableism refers to the assumption that each individual must meet the arbitrary standards set by the dominant group within society and consequently that persons with disabilities are inferior to able-bodied people or at least have to be postponed in the provision of limited resources or services.8 Ableism still represents an underestimated concept by many healthcare workers and policy makers in evaluating lasix 100mg online the equity of service provision to patients with disabilities and continues to limit healthcare accessibility. For example, the data in the literature have demonstrated both premature and avoidable mortality of people with autism and learning disabilities.9 In Italy, the ‘Charter of Rights for People Living with Disabilities in Hospital’ indicates the presence of ‘health barriers’10.

Architectural, organisational and cultural barriers that prevent lasix 100mg online or limit access to health services of people living with disabilities, hindering their right to health.11The main principle of ethical and legal justification of the medical act is that its expected benefits should be superior, or at least equal, to the foreseen risks. Physicians must assess the proportionality of treatment and avoid therapeutic and diagnostic obstinacy or the futility of treatment.Especially when applied to people with severe disabilities, the proportionality and futility of medical treatment are highly debated concepts. The US National Council of Disability highlights that decisions on the futility of care are affected by the prejudice linked to the quality of life of people living with disabilities, which is considered very poor. However, quality of life must not be evaluated on a functional basis but on a person’s satisfaction with their life.12Deceased-donor organ donation lasix 100mg online is the ultimate example of the allocation of poor resources.

Even in this context, people with intellectual disabilities are discriminated against, as pointed out by the US National Council of Disability report.13The decision to exclude or include people with disabilities on the waiting list for transplantation must be based only on clinical data. In patients with learning or cognitive disabilities, health-related quality of life or IQ should not be a parameter lasix 100mg online to judge eligibility for transplantation.14 15hypertension medications. The scarcity of medical resources and the shift of the medical paradigmThe hypertension medications lasix led to a shift in the medical paradigm from person-centred medicine to community-centred medicine.

This shift gives ‘priority to community health above that of the individual patient in allocating scarce resources’.16 Accordingly, during this epidemic, the patient–physician relationship has also undergone a sudden and profound change and has moved away from the shared decision-making model.17Medicine should be developed and affirmed by combining strategies and clinical options with the person’s needs and values (person-centred medicine).18 In patient-centred medicine, the care should be ‘respectful of and responsive to individual patient preferences, needs, and values’ and should ensure ‘that patient values guide all clinical decisions’.19 Care should include dignity, compassion and respect, always considering clinical, social, emotional and practical needs.20 21For people with severe cognitive disabilities, in which decision-making abilities are partially or completely absent, lasix 100mg online supported decision making has been developed. This is an individualised decision-making process that aims to make people living with disabilities lasix 100mg online the protagonists of their choices.22During a public health crisis, the community’s health takes precedence over the individual’s health. According to Berlinger,23 a tension between equality and equity is created from an ethical point of view.

€˜expressed through the fair allocation of limited resources and a focus on public safety, and the patient-centered orientation of clinical ethics, expressed through respect for the rights and preferences of individual patients’.During this lasix, these models of relationships seem to have been put aside lasix 100mg online for a return to paternalism. Often under the guise of public health concerns and limited resources available, the physician has abandoned the shared decision-making model. Instead, the crisis standard of care (CSC) is embraced, which is an optimal lasix 100mg online level of care that could be delivered during a catastrophic event.

However, it requires substantial changes in the usual healthcare operations. The principles proposed by the CSC are fairness, duty of care, lasix 100mg online duty to steward resources, transparency, consistency, proportionality and accountability.24 The CSC describes a framework that should be applied to prioritise the treatment of patients with the aim of maximising benefits. In clinical practice, during triage, it is only physicians who decide through criteria that may be subject to criticism.

In several US states, the CSC has been challenged by advocates for people with disabilities because they encapsulate lasix 100mg online discriminatory guidelines. In addition, it is difficult in clinical practice to merge the triage process with a shared decision-making model. For these lasix 100mg online reasons, a triage committee should be established. However, the fact that such a committee could profoundly influence the physician–patient relationship remains a concern, not to mention the ‘medical paternalism’ it might cause.

Therefore, it would be appropriate for this committee to have as its members people living with disabilities or their advocates, so that the principle of ‘nothing about us without us’ can be ensured. The main ethical theories are now faced with this shift of perspective. In particular, principlism from a perspective lasix 100mg online of community-centred medicine had to shape the principle of autonomy into that of solidarity. This is in contrast to utilitarianism, one of the most commonly employed ethical approaches in Anglo-Saxon cultures.Savulescu et al25 argued in favour of the utilitarian approach in the current lasix.

The fundamental principle lasix 100mg online to pursue is well-being, and freedom and rights are important only insofar as they ensure well-being. The aim is to achieve greater lasix 100mg online overall well-being, understood in terms of years of life and quality of life, not to save more lives.26From this approach, Emanuel et al27 identified four fundamental values that can be interpreted in more than one way, and sometimes, they can even be:‘Maximise the benefits from limited resources’. This can be interpreted as saving as many patients as possible or maximally increasing life expectancy by prioritising patients who are more likely to survive.‘Treat every patient equally’.

Equality can be applied by either casually selecting patients or distributing resources on lasix 100mg online a ‘first come, first served’ basis.‘Promote and reward the value of work’. This provides people who can save lives or people that have saved lives priority access to limited medical resources.‘Give priority to those who are in critical conditions’. This encourages the prioritisation lasix 100mg online of critically ill patients.

These patients could either be the most clinically ill or the youngest whose life expectancy could drastically decrease if not properly treated.Prioritarianism is another interesting perspective, which combines the criterion of general well-being by giving greater weight to worse-off individuals. Nielsen28 argued that, also in lasix crisis, severity of illness lasix 100mg online and age should not over-ride the social disadvantage, and this should remain a primary concern. Health policies should be put in place to relieve the effects of inequality amplified by the lasix. However, all of these recommendations do not specifically address the issues related to disability.hypertension medications.

The scarcity of medical resources and people living with disabilitiesSeveral institutions have proposed guidelines and recommendations about the rightful allocation and management of scarce resources lasix 100mg online. The Code of Medical Ethics of the American Medical Association (AMA) defines specific criteria to assess patients’ priority access to scarce medical resources as follows:Medical need (urgency of need).Likelihood of benefits.Change in the quality of life.Patients whose access to treatment might be fundamental to avoid premature death or extremely poor outcomes .The use of an objective, flexible and transparent mechanism to determine the patients that will receive access to medical resources or treatment when there are no substantial differences among patients. The AMA Code also states that ‘it is not appropriate to base allocation policies on social worth, perceived obstacles to treatment, patient contribution to illness, past use of resources, or other non-medical characteristics’.The British Medical Association ethical guidelines present critical issues regarding the applicability of reasonable adjustment.29 To evaluate the benefits of intensive treatments, on its website, the National Institute for Health and Care Excellence has proposed the use of the clinical frailty scale. However, this scale cannot be applied to people with long-term disabilities. The Italian Society of Anesthesia Analgesia and Resuscitation proposed general criteria to maximise the benefits for as many people as possible and consume the least resources possible to expand the number of beneficiaries lasix 100mg online.

Age, probability of survival, life expectancy, the presence of comorbidities and functional status30 are some of these exclusion criteria. The document highlights that denying access to intensive care by basing the decision solely on the criteria of lasix 100mg online distributive justice finds justification in the extraordinary nature of the situation. The French Society of Anesthesia &. Intensive Care Medicine states that in crises, it is not justifiable to renounce the principles of autonomy, benevolence, non-maleficence, solidarity and equity as distributive justice.

Maximising the benefit and lasix 100mg online considering the indirect benefit are other principles that should be respected. The resources must be allocated without discrimination of age, religion, sex, presence of a disability, or social and economic lasix 100mg online position. However, age and presence of a disability should be considered when assessing the prognosis.31It was also proposed to assign a score to all patients with an indication of requiring ICU hospitalisation, without exclusions a priori, based on.

(1) the probability of surviving the hospitalisation by objectively assessing lasix 100mg online the severity of the acute disease. (2) the probability of long-term survival determined by the presence of comorbidities that decrease life expectancy. And (3) and priority for those who carry out works of public utility.32Allocation criteria for people living with disabilities lasix 100mg online.

A proposalEven when not explicitly stated, most of the previously cited criteria do not seem to root for the allocation of scarce resources to people living with disabilities. Kittay33 argued how maximising benefits lasix 100mg online creates overt discrimination towards people living with disabilities. According to Kittay, ‘the benefits are unlikely to benefit disabled people, and surely not people with intellectual disabilities….

Benefits attach lasix 100mg online to people. So, who is benefited, and who decides what a benefit is or when it is maximized?. €™ Prejudices and public perception of lasix 100mg online people with disabilities and their quality of life can be easily and unfortunately included in the protocols for the rationing of health resources. Some organisations have claimed the right of people living with disabilities to undergo medical treatment, regardless of the benefit that the treatment will bring.

This claim goes against the principles of medical ethics and risks turning into unnecessary suffering and pain for the patient who could be forced to undergo futile treatments.34 35None of the guidelines and recommendations examined recommend the use of Quality Adjusted Life Years (QALYs) to prioritise resource allocation. QALY is lasix 100mg online a controversial methodology for cost effectiveness analysis. It was accused of discriminating against people with disabilities and of considering their life of lesser worth.36–39 Two documents, one of National Council of disability, other of Partnership to Improve Patient Care organisation, argued against using the QALY40 41‘Primum non-nocere’ (non-maleficence) is one of the foundational ethical principles in medicine, and only therapies that are of real benefit to the patient should be proposed.

In this context of resource scarcity, the challenge is to blend patient-centred medicine lasix 100mg online and community-centred medicine. Only in this way can the most lasix 100mg online vulnerable people be protected, including people living with disabilities. Even for the allocation of scarce resources in triage, people living with disabilities should be treated based on the equality of opportunities and non-discrimination, in accordance with the United Nations Charter of the Rights of Persons with Disabilities.

Reasonable accommodation must also be applied in triage and care.To this purpose, the National Health Service in the UK has developed clinical guidelines to support the management of patients with a learning disability and autism during the hypertension medications lasix.42On behalf of The Italian scientific committee of the Charter of Rights of People Living with Disabilities in Hospital and the Italian Disabled Advanced lasix 100mg online Medical Assistance Centres,43 the authors suggest the following criteria for allocating scarce resources to people living with disabilities:The principles of non-discrimination, equality, equality of opportunity, reasonable accommodation and the right to health under the CRPD must always be considered and applied. For people living with disabilities, the risk of death from respiratory failure is greater compared with the general population.4 44–46It is necessary to consider the impact of intensive care treatments on near-term survivability and overall prognosis for that specific patient with a disability.47Long-term survival is not an acceptable parameter to determine whether to withhold or withdraw life support treatments.48Intellectual disability alone should not be accepted as an exclusion criterion. The expected quality of life of people living with disabilities and QALY should not be relied on.Usefulness to society cannot be accepted as the only criterion.People living with disabilities, even those with intellectual disabilities, should be involved in the decision-making processes according to their understanding and decision-making skills. This satisfies the legitimate request ‘Nothing about us without us’.Allow visits to caregivers of hospitalised people living with disabilities. Many hospitals have lasix 100mg online very restrictive policies.

The caregiver is an indispensable tool to understand the needs (eg, pain) and wishes of the patient better in the context of shared decision making or supported decision making. If there are the conditions to undertake or suspend a specific treatment, palliative care must be guaranteed.Advanced care planning is a useful tool to identify the best therapeutic strategy and decision for every patient. These associations are promoting actions for these criteria’s dissemination and acceptance both from a cultural and regulatory point of view.ConclusionsPersons with disabilities do not have special rights but do need special tools that guarantee the rights they share with every other people. The CRPD states these universal lasix 100mg online rights and prescribes various tools for assuring them. Principles of non-discrimination, equality, equality of opportunity, the right to health and reasonable accommodation.

However, we found that the ethics underlying most recommendations and guidelines for allocating scarce health resources may be based on principles that discriminate against persons with disabilities. While it is not lasix 100mg online easy, it is necessary to try to save the specificity of medical care for each patient and the value of each human life even in the current lasix. We also believe that during a crisis and when dealing with scarcity of resources, the proportionality of treatment should guide decision making.49 50 The ‘principle of therapeutic proportionality’ affirms the moral obligation to provide patients with treatments that preserve a relationship of due proportion between the means employed and the end sought. The benefits and risks associated with the lasix 100mg online treatment, the expected outcomes, the burdens in terms of quality of life and the physical and moral strength of the individual patient must be considered for this assessment.

The authors believe that for an individual patient, in a certain context, the benefits should outweigh the burdens in terms of risks and complications of treatment, quality of life, and physical and moral strength. The shift from person-centred to community-centred medicine offers both risks and opportunities. The interests of the individual are sacrificed lasix 100mg online for the safety and health of the community, and this may especially affect the most vulnerable people. However, privileging the health of an entire community can also be a tool to protect the most vulnerable ones included within the community, but this can only happen if the community treats these people as full members.

Recommendations and guidelines for the allocation of scarce health resources need to consider the rights of the most vulnerable, including people with lasix 100mg online disabilities. In particular, they must always apply the principle of reasonable accommodation..

It makes me very proud to call these nurses http://wvlpac.com/contact-us/west-virginia-gun-giveaway/ my lasix low blood pressure friends. As a former emergency department nurse, I recall the feeling of satisfaction knowing that I’ve helped someone on the worst day of their life. One of the best parts of being a nurse is knowing you matter to the only person in health care that truly matters. The patient lasix low blood pressure.

Several years ago I made the difficult decision to no longer perform bedside nursing and become a nurse administrator. The biggest loss from my transition is the feeling that what I do matters to the patient. hypertension medications has forced a lot of lasix low blood pressure us to rethink the role we play in health care and what the real priority should be. Things that were top priorities three months ago have been rightfully cast aside to either care for patients in a lasix or prepare for the unknown future of, “When is our turn?.

€ For me, hypertension medications has reignited the feeling that what I do matters as virtual care has become a powerful tool on the forefront of care during this crisis. It has also shown that many of the powerful rules lasix low blood pressure and regulations that limit virtual care are not needed and should be discarded permanently. When I became the director of virtual care at our organization in 2015 I knew nothing about telehealth. Sure, I had seen a stroke robot in some Emergency Departments, and I had some friends that told me their insurance company lets them FaceTime a doctor for free (spoiler alert.

It’s not lasix low blood pressure FaceTime). I was tech-savvy from a consumer perspective and a tech novice from an IT perspective. Nevertheless, my team and I spent the next few years learning as we built one of the higher volume virtual care networks in the state of Michigan. We discovered a lot of barriers that keep virtual lasix low blood pressure care from actually making the lives of patients and providers better and we also became experts in working around those barriers.

But, there were two obstacles that we could not overcome. Government regulation and insurance provider willingness to cover virtual visits. These two barriers effectively cripple most legitimate attempts to provide value-added direct-to-consumer virtual care, which I define as lasix low blood pressure using virtual care technologies to provide care outside of our brick-and-mortar facilities, most commonly in the patient home. The need to social distance, cancel appointments, close provider offices, keep from overloading emergency departments and urgent cares and shelter in place created instant demand for direct-to-consumer virtual care.

In all honesty, I’ve always considered direct-to-consumer virtual care to be the flashy, must-have holiday gift of the year that organizations are convinced will be the way of the future. If a health system wants to provide on-demand access to patients for low-complexity acute conditions, they will easily find plenty of lasix low blood pressure vendors that will sell them their app and their doctors and put the health system’s logo on it. What a health system will struggle with is to find is enough patient demand to cover the high cost. Remember my friends from earlier that told me about the app their insurance gave them?.

Nearly all of them followed that up by telling me they’ve never actually used lasix low blood pressure it. I am fortunate that I work for an organization that understands this and instead focuses on how can we provide care that our patients actually want and need from the doctors they want to see. Ironically, this fiscal year we had a corporate top priority around direct-to-consumer virtual care. We wanted to expand what we thought were some successful pilots and lasix low blood pressure perform 500 direct-to-consumer visits.

This year has been one of the hardest of my leadership career because, frankly, up until a month ago I was about to fail on this top priority. With only four months left, we were only about halfway there. The biggest problem we ran into was that every great idea a physician lasix low blood pressure brought to me was instantly dead in the water because practically no insurance company would pay for it. There are (prior to hypertension medications) a plethora of rules around virtual care billing but the simplest way to summarize it is that most virtual care will only be paid if it happens in a rural location and inside of a health care facility.

It is extremely limited what will be paid for in the patient home and most of it is so specific that the average patient isn’t eligible to get any in-home virtual care. Therefore, most good medical lasix low blood pressure uses for direct-to-consumer care would be asking the patient to pay cash or the physician to forgo reimbursement for a visit that would be covered if it happened in office. Add to that the massive capital and operating expenses it takes to build a virtual care network and you can see why these programs don’t exist. A month ago I was skeptical we’d have a robust direct-to-consumer program any time soon and then hypertension medications hit.

When hypertension medications started to spread rapidly in the United States, regulations and reimbursement rules were being stripped daily lasix low blood pressure. The first change that had major impact is when the Centers for Medicare and Medicaid Services (CMS) announced that they would temporarily begin reimbursing for virtual visits conducted in the patient’s home for hypertension medications and non-hypertension medications related visits. We were already frantically designing a virtual program to handle the wave of hypertension medications screening visits that were overloading our emergency departments and urgent cares. We were having lasix low blood pressure plenty of discussions around reimbursement for this clinic.

Do we attempt to bill insurances knowing they will likely deny, do we do a cash clinic model or do we do this as a community benefit and eat the cost?. The CMS waiver gave us hope that we would be compensated for diverting patients away from reimbursed visits to a virtual visit that is more convenient for the patient and aligns with the concept of social distancing. Realistically we don’t know if we will be paid for lasix low blood pressure any of this. We are holding all of the bills for at least 90 days while the industry sorts out the rules.

I was excited by the reimbursement announcement because I knew we had eliminated one of the biggest direct-to-consumer virtual care barriers. However, I was quickly brought back to reality when I was reminded that HIPAA (Health Insurance lasix low blood pressure Portability and Accountability Act) still existed. I had this crazy idea that during a lasix we should make it as easy as possible for people to receive virtual care and that the best way to do that was to meet the patient on the device they are most comfortable with and the application (FaceTime, Facebook, Skype, etc.) that they use every day. The problem is nearly every app the consumer uses on a daily basis is banned by HIPAA because “it’s not secure.” I’m not quite sure what a hacker stands to gain by listening into to my doctor and me talk about how my kids yet again gave me strep throat but apparently the concern is great enough to stifle the entire industry.

Sure, not every health care discussion is as lasix low blood pressure low-key as strep throat and a patient may want to protect certain topics from being discussed over a “non-secure” app but why not let the patient decide through informed consent?. Regulators could also abandon this all-or-nothing approach and lighten regulations surrounding specific health conditions. The idea that regulations change based on medical situation is not new. For example, in my home state of Michigan, adolescents are essentially considered emancipated if lasix low blood pressure it involves sexual health, mental health or substance abuse.

Never mind that this same information is freely given over the phone by every office around the country daily without issue, but I digress. While my job is to innovate new pathways for care, our lawyer’s job is to protect the organization and he, along with IT security, rightfully shot down my consumer applications idea. A few days later I legitimately screamed out loud in joy when the Department of lasix low blood pressure Health and Human Services announced that it would use discretion on enforcing HIPAA compliance rules and specifically allowed for use of consumer applications. The elimination of billing restrictions and HIPAA regulations changed what is possible for health care organizations to offer virtually.

Unfortunately both changes are listed as temporary and will likely be removed when the lasix ends. Six days after the HIPAA changes were announced, we launched a centralized virtual clinic for any patient that wanted a direct-to-consumer video visit to be screened by lasix low blood pressure a provider for hypertension medications. It allows patients to call in without a referral and most patients are on-screen within five minutes of clicking the link we text them. They don’t have to download an app, create an account or even be an established patient of our health system.

It saw over 900 patients in the first 12 days lasix low blood pressure it was open. That is 900 real patients that received care from a physician or advanced practice provider without risking personal exposure and without going to an already overwhelmed ED or urgent care. To date, 70 percent of the patients seen by the virtual clinic did not meet CDC testing criteria for hypertension medications. I don’t believe we could have reached even half of these patients had lasix low blood pressure the consumer application restrictions been kept.

A program like this almost certainly wouldn’t exist if not for the regulations being lifted and even if it did, it would have taken six to 12 months to navigate barriers and implement in normal times. Sure, the urgency of a lasix helps but the impact of provider, patients, regulators and payors being on the same page is what fueled this fire. During the virtual clinic’s first two weeks, my team turned lasix low blood pressure its attention to getting over 300 providers across 60+ offices virtual so they could see their patients at home. Imagine being an immunocompromised cancer patient right now and being asked to leave your home and be exposed to other people in order to see your oncologist.

Direct-to-consumer virtual care is the best way to safely care for these patients and without these temporary waivers it wouldn’t be covered by insurance even if you did navigate the clunky apps that are HIPAA compliant. Do we really think the immunocompromised cancer patient feels any more comfortable every normal flu season? lasix low blood pressure. Is it any more appropriate to ask them to risk exposure to the flu than it is to hypertension medications?. And yet we deny them this access in normal times and it quite possibly will be stripped away from them when this crisis is over.

Now 300 lasix low blood pressure to 400 patients per day in our health system are seen virtually by their own primary care doctor or specialist for non-hypertension medications related visits. Not a single one of these would have been reimbursed one month ago and I am highly skeptical I would have gotten approval to use the software that connects us to the patient. Lastly, recall that prior to hypertension medications, our system had only found 250 total patients that direct-to-consumer care was value-added and wasn’t restricted by regulation or reimbursement. hypertension medications has been a wake-up call to the whole country and health care is lasix low blood pressure no exception.

It has put priorities in perspective and shined a light on what is truly value-added. For direct-to-consumer virtual care it has shown us what is possible when we get out of our own way. If a regulation has to be removed to allow for care during a crisis then we must question why it exists in the first place lasix low blood pressure. HIPAA regulation cannot go back to its antiquated practices if we are truly going to shift the focus to patient wellness.

CMS and private payors must embrace value-added direct-to-consumer virtual care and allow patients the access they deserve. hypertension medications has forced this industry forward, we cannot allow it lasix low blood pressure to regress and be forgotten when this is over. But daily care lasix low blood pressure and evaluation is one of the best ways to prevent foot complications. It’s important to identify your risk factors and take the proper steps in limiting your complications. Two of the biggest complications with diabetes are peripheral neuropathy and ulcer/amputation. Symptoms of peripheral neuropathy include numbness, tingling and/or burning in lasix low blood pressure your feet and legs.

You can slow the progression of developing neuropathy by making it a point to manage your blood sugars and keep them in the normal range. Have you ever woken up with a sore throat http://half-witpoet.com/?p=9 and used your phone to get a lasix 100mg online virtual visit?. The odds are it’s not available to you, and there is a reason for that. You may be hearing about how virtual care, often described as telehealth or telemedicine, is beneficial during hypertension medications and how health systems are offering virtual access like never before. There’s a reason lasix 100mg online for that, too.

For the past few weeks I’ve seen Facebook posts daily from former nursing colleagues in metro Detroit, one of the hardest hit areas in the country, as they provide front-line care to patients with hypertension medications. It makes me very proud to call these nurses my friends. As a former emergency department nurse, lasix 100mg online I recall the feeling of satisfaction knowing that I’ve helped someone on the worst day of their life. One of the best parts of being a nurse is knowing you matter to the only person in health care that truly matters.

The patient. Several years ago I made lasix 100mg online the difficult decision to no longer perform bedside nursing and become a nurse administrator. The biggest loss from my transition is the feeling that what I do matters to the patient. hypertension medications has forced a lot of us to rethink the role we play in health care and what the real priority should be.

Things that were lasix 100mg online top priorities three months ago have been rightfully cast aside to either care for patients in a lasix or prepare for the unknown future of, “When is our turn?. € For me, hypertension medications has reignited the feeling that what I do matters as virtual care has become a powerful tool on the forefront of care during this crisis. It has also shown that many of the powerful rules and regulations that limit virtual care are not needed and should be discarded permanently. When I became the director of virtual care at our organization lasix 100mg online in 2015 I knew nothing about telehealth.

Sure, I had seen a stroke robot in some Emergency Departments, and I had some friends that told me their insurance company lets them FaceTime a doctor for free (spoiler alert. It’s not FaceTime). I was tech-savvy from a consumer perspective and a tech novice from lasix 100mg online an IT perspective. Nevertheless, my team and I spent the next few years learning as we built one of the higher volume virtual care networks in the state of Michigan.

We discovered a lot of barriers that keep virtual care from actually making the lives of patients and providers better and we also became experts in working around those barriers. But, there were two obstacles that we lasix 100mg online could not overcome. Government regulation and insurance provider willingness to cover virtual visits. These two barriers effectively cripple most legitimate attempts to provide value-added direct-to-consumer virtual care, which I define as using virtual care technologies to provide care outside of our brick-and-mortar facilities, most commonly in the patient home.

The need to lasix 100mg online social distance, cancel appointments, close provider offices, keep from overloading emergency departments and urgent cares and shelter in place created instant demand for direct-to-consumer virtual care. In all honesty, I’ve always considered direct-to-consumer virtual care to be the flashy, must-have holiday gift of the year that organizations are convinced will be the way of the future. If a health system wants to provide on-demand access to patients for low-complexity acute conditions, they will easily find plenty of vendors that will sell them their app and their doctors and put the health system’s logo on it. What a health system will struggle with is to find is enough patient lasix 100mg online demand to cover the high cost.

Remember my friends from earlier that told me about the app their insurance gave them?. Nearly all of them followed that up by telling me they’ve never actually used it. I am fortunate that lasix 100mg online I work for an organization that understands this and instead focuses on how can we provide care that our patients actually want and need from the doctors they want to see. Ironically, this fiscal year we had a corporate top priority around direct-to-consumer virtual care.

We wanted to expand what we thought were some successful pilots and perform 500 direct-to-consumer visits. This year has been one of the hardest of my leadership career because, frankly, up until a month ago I lasix 100mg online was about to fail on this top priority. With only four months left, we were only about halfway there. The biggest problem we ran into was that every great idea a physician brought to me was instantly dead in the water because practically no insurance company would pay for it.

There are (prior to hypertension medications) lasix 100mg online a plethora of rules around virtual care billing but the simplest way to summarize it is that most virtual care will only be paid if it happens in a rural location and inside of a health care facility. It is extremely limited what will be paid for in the patient home and most of it is so specific that the average patient isn’t eligible to get any in-home virtual care. Therefore, most good medical uses for direct-to-consumer care would be asking the patient to pay cash or the physician to forgo reimbursement for a visit that would be covered if it happened in office. Add to that the massive lasix 100mg online capital and operating expenses it takes to build a virtual care network and you can see why these programs don’t exist.

A month ago I was skeptical we’d have a robust direct-to-consumer program any time soon and then hypertension medications hit. When hypertension medications started to spread rapidly in the United States, regulations and reimbursement rules were being stripped daily. The first change that had major impact is when the Centers for Medicare and Medicaid Services (CMS) announced that they would temporarily begin reimbursing for virtual visits conducted in the patient’s home for hypertension medications and non-hypertension medications related visits lasix 100mg online. We were already frantically designing a virtual program to handle the wave of hypertension medications screening visits that were overloading our emergency departments and urgent cares.

We were having plenty of discussions around reimbursement for this clinic. Do we attempt to bill insurances knowing they will likely deny, do we do a cash clinic model or do we do this as a lasix 100mg online community benefit and eat the cost?. The CMS waiver gave us hope that we would be compensated for diverting patients away from reimbursed visits to a virtual visit that is more convenient for the patient and aligns with the concept of social distancing. Realistically we don’t know if we will be paid for any of this.

We are holding all of the lasix 100mg online bills for at least 90 days while the industry sorts out the rules. I was excited by the reimbursement announcement because I knew we had eliminated one of the biggest direct-to-consumer virtual care barriers. However, I was quickly brought back to reality when I was reminded that HIPAA (Health Insurance Portability and Accountability Act) still existed. I had this crazy idea that during a lasix we should make it as easy as possible for people to receive virtual care and that the best way to do that was to meet the patient on the device they are most comfortable lasix 100mg online with and the application (FaceTime, Facebook, Skype, etc.) that they use every day.

Sure, not every health care discussion is as low-key as strep throat and a patient may want to protect certain topics from being discussed over a “non-secure” app but why not let the patient decide through informed consent?. Regulators could also abandon lasix 100mg online this all-or-nothing approach and lighten regulations surrounding specific health conditions. The idea that regulations change based on medical situation is not new.

For example, in my home state of Michigan, adolescents are essentially considered emancipated if it involves sexual health, mental health or substance abuse. Never mind lasix 100mg online that this same information is freely given over the phone by every office around the country daily without issue, but I digress. While my job is to innovate new pathways for care, our lawyer’s job is to protect the organization and he, along with IT security, rightfully shot down my consumer applications idea. A few days later I legitimately screamed out loud in joy when the Department of Health and Human Services announced that it would use discretion on enforcing HIPAA compliance rules and specifically allowed for use of consumer applications.

The elimination of billing restrictions and HIPAA regulations changed what lasix 100mg online is possible for health care organizations to offer virtually. Unfortunately both changes are listed as temporary and will likely be removed when the lasix ends. Six days after the HIPAA changes were announced, we launched a centralized virtual clinic for any patient that wanted a direct-to-consumer video visit to be screened by a provider for hypertension medications. It allows patients to lasix 100mg online call in without a referral and most patients are on-screen within five minutes of clicking the link we text them.

They don’t have to download an app, create an account or even be an established patient of our health system. It saw over 900 patients in the first 12 days it was open. That is 900 lasix 100mg online real patients that received care from a physician or advanced practice provider without risking personal exposure and without going to an already overwhelmed ED or urgent care. To date, 70 percent of the patients seen by the virtual clinic did not meet CDC testing criteria for hypertension medications.

I don’t believe we could have reached even half of these patients had the consumer application restrictions been kept. A program like this almost certainly wouldn’t exist if not for the regulations being lifted and even if it did, it would lasix 100mg online have taken six to 12 months to navigate barriers and implement in normal times. Sure, the urgency of a lasix helps but the impact of provider, patients, regulators and payors being on the same page is what fueled this fire. During the virtual clinic’s first two weeks, my team turned its attention to getting over 300 providers across 60+ offices virtual so they could see their patients at home.

Imagine being an immunocompromised cancer patient right now and being asked to leave your home and be exposed lasix 100mg online to other people in order to see your oncologist. Direct-to-consumer virtual care is the best way to safely care for these patients and without these temporary waivers it wouldn’t be covered by insurance even if you did navigate the clunky apps that are HIPAA compliant. Do we really think the immunocompromised cancer patient feels any more comfortable every normal flu season?. Is it any more appropriate to lasix 100mg online ask them to risk exposure to the flu than it is to hypertension medications?.

And yet we deny them this access in normal times and it quite possibly will be stripped away from them when this crisis is over. Now 300 to 400 patients per day in our health system are seen virtually by their own primary care doctor or specialist for non-hypertension medications related visits. Not a single one of these would have been lasix 100mg online reimbursed one month ago and I am highly skeptical I would have gotten approval to use the software that connects us to the patient. Lastly, recall that prior to hypertension medications, our system had only found 250 total patients that direct-to-consumer care was value-added and wasn’t restricted by regulation or reimbursement.

hypertension medications has been a wake-up call to the whole country and health care is no exception. It has put priorities lasix 100mg online in perspective and shined a light on what is truly value-added. For direct-to-consumer virtual care it has shown us what is possible when we get out of our own way. If a regulation has to be removed to allow for care during a crisis then we must question why it exists in the first place.

HIPAA regulation cannot go back to its antiquated practices if we are truly going to lasix 100mg online shift the focus to patient wellness. CMS and private payors must embrace value-added direct-to-consumer virtual care and allow patients the access they deserve. hypertension medications has forced this industry forward, we cannot allow it to regress and be forgotten when this is over. Pursuant to section 319 of the PHS Act, the Secretary renewed that declaration on April 26, 2020, and July 25, 2020. On March 10, 2020, the Secretary issued a Declaration under the PREP Act for medical countermeasures against hypertension medications (85 FR 15198, Mar. 17, 2020) (the Declaration).

On April 10, the Secretary amended the Declaration under the PREP Act to extend liability immunity to covered countermeasures authorized under the CARES Act (85 FR 21012, Apr. 15, 2020). On June 4, the Secretary amended the Declaration to clarify that covered countermeasures under the Declaration include qualified countermeasures that limit the harm hypertension medications might otherwise cause. The Secretary now amends section V of the Declaration to identify as qualified persons covered under the PREP Act, and thus authorizes, certain State-licensed pharmacists to order and administer, and pharmacy interns (who are licensed or registered by their State board of pharmacy and acting under the supervision of a State-licensed pharmacist) to administer, any treatment that the Advisory Committee on Immunization Practices (ACIP) recommends to persons ages three through 18 according to ACIP's standard immunization schedule (ACIP-recommended treatments).[] The Secretary also amends section VIII of the Declaration to clarify that the category of disease, health condition, or threat for which he recommends the administration or use of the Covered Countermeasures includes not only hypertension medications caused by hypertension or a lasix mutating therefrom, but also other diseases, health conditions, or threats that may have been caused by hypertension medications, hypertension, or a lasix mutating therefrom, including the decrease in the rate of childhood immunizations, which will lead to an increase in the rate of infectious diseases. Description of This Amendment by Section Section V.

Covered Persons Under the PREP Act and the Declaration, a “qualified person” is a “covered person.” Subject to certain limitations, a covered person is immune from suit and liability under Federal and State law with respect to all claims for loss caused by, arising out of, relating to, or resulting from the administration or use of a covered countermeasure if a declaration under subsection (b) has been issued with respect to such countermeasure. €œQualified person” includes (A) a licensed health professional or other individual who is authorized to prescribe, administer, or dispense such countermeasures under the law of the State in which the countermeasure was prescribed, administered, or dispensed. Or (B) “a person within a category of persons so identified in a declaration by the Secretary” under subsection (b) of the PREP Act. 42 U.S.C. 247d-6d(i)(8).[] By this amendment to the Declaration, the Secretary identifies an additional category of persons who are qualified persons under section 247d-6d(i)(8)(B).[] On May 8, 2020, CDC reported, “The identified declines in routine pediatric treatment ordering and doses administered might indicate that U.S.

Children and their communities face increased risks for outbreaks of treatment-preventable diseases,” and suggested that a decrease in rates of routine childhood vaccinations were due to changes in healthcare access, social distancing, and other hypertension medications mitigation strategies.[] The report also stated that “[p]arental concerns about potentially exposing their children to hypertension medications during well child visits might contribute to the declines observed.” [] On July 10, 2020, CDC reported its findings of a May survey it conducted to assess the capacity of pediatric health care practices to provide immunization services to children during the hypertension medications lasix. The survey, which was limited to practices participating in the treatments for Children program, found that, as of mid-May, 15 percent of Northeast pediatric practices were closed, 12.5 percent of Midwest practices were closed, 6.2 percent of practices in the South were closed, and 10 percent of practices in the West were closed. Most practices had reduced office hours for in-person visits. When asked whether their practices would likely be able to accommodate new patients for immunization services through August, 418 practices (21.3 percent) either responded that this was not likely or the practice was permanently closed or not resuming immunization services for all patients, and 380 (19.6 percent) responded that they were unsure. Urban practices and those in the Northeast were less likely to be able to accommodate new patients compared with rural practices and those in the South, Midwest, or West.[] In response to these troubling developments, CDC and the American Academy of Pediatrics have stressed, “Well-child visits and vaccinations are essential services and help make sure children are protected.” [] The Secretary re-emphasizes that important recommendation to parents and legal guardians here.

If your child is due for a well-child visit, contact your pediatrician's or other primary-care provider's office and ask about ways that the office safely offers well-child visits and vaccinations. Many medical offices are taking extra steps to make sure that well-child visits can occur safely during the hypertension medications lasix, including. Scheduling sick visits and well-child visits during different times of the Start Printed Page 52138day or days of the week, or at different locations. Asking patients to remain outside until it is time for their appointments to reduce the number of people in waiting rooms. Adhering to recommended social (physical) distancing and other -control practices, such as the use of masks.

The decrease in childhood-vaccination rates is a public health threat and a collateral harm caused by hypertension medications. Together, the United States must turn to available medical professionals to limit the harm and public health threats that may result from decreased immunization rates. We must quickly do so to avoid preventable s in children, additional strains on our healthcare system, and any further increase in avoidable adverse health consequences—particularly if such complications coincide with additional resurgence of hypertension medications. Together with pediatricians and other healthcare professionals, pharmacists are positioned to expand access to childhood vaccinations. Many States already allow pharmacists to administer treatments to children of any age.[] Other States permit pharmacists to administer treatments to children depending on the age—for example, 2, 3, 5, 6, 7, 9, 10, 11, or 12 years of age and older.[] Few States restrict pharmacist-administered vaccinations to only adults.[] Many States also allow properly trained individuals under the supervision of a trained pharmacist to administer those treatments.[] Pharmacists are well positioned to increase access to vaccinations, particularly in certain areas or for certain populations that have too few pediatricians and other primary-care providers, or that are otherwise medically underserved.[] As of 2018, nearly 90 percent of Americans lived within five miles of a community pharmacy.[] Pharmacies often offer extended hours and added convenience.

What is more, pharmacists are trusted healthcare professionals with established relationships with their patients. Pharmacists also have strong relationships with local medical providers and hospitals to refer patients as appropriate. For example, pharmacists already play a significant role in annual influenza vaccination. In the early 2018-19 season, they administered the influenza treatment to nearly a third of all adults who received the treatment.[] Given the potential danger of serious influenza and continuing hypertension medications outbreaks this autumn and the impact that such concurrent outbreaks may have on our population, our healthcare system, and our whole-of-nation response to the hypertension medications lasix, we must quickly expand access to influenza vaccinations. Allowing more qualified pharmacists to administer the influenza treatment to children will make vaccinations more accessible.

Therefore, the Secretary amends the Declaration to identify State-licensed pharmacists (and pharmacy interns acting under their supervision if the pharmacy intern is licensed or registered by his or her State board of pharmacy) as qualified persons under section 247d-6d(i)(8)(B) when the pharmacist orders and either the pharmacist or the supervised pharmacy intern administers treatments to individuals ages three through 18 pursuant to the following requirements. The treatment must be FDA-authorized or FDA-approved. The vaccination must be ordered and administered according to ACIP's standard immunization schedule.[] The licensed pharmacist must complete a practical training program of at least 20 hours that is approved by the Accreditation Council for Pharmacy Education (ACPE). This training Start Printed Page 52139program must include hands-on injection technique, clinical evaluation of indications and contraindications of treatments, and the recognition and treatment of emergency reactions to treatments.[] The licensed or registered pharmacy intern must complete a practical training program that is approved by the ACPE. This training program must include hands-on injection technique, clinical evaluation of indications and contraindications of treatments, and the recognition and treatment of emergency reactions to treatments.[] The licensed pharmacist and licensed or registered pharmacy intern must have a current certificate in basic cardiopulmonary resuscitation.[] The licensed pharmacist must complete a minimum of two hours of ACPE-approved, immunization-related continuing pharmacy education during each State licensing period.[] The licensed pharmacist must comply with recordkeeping and reporting requirements of the jurisdiction in which he or she administers treatments, including informing the patient's primary-care provider when available, submitting the required immunization information to the State or local immunization information system (treatment registry), complying with requirements with respect to reporting adverse events, and complying with requirements whereby the person administering a treatment must review the treatment registry or other vaccination records prior to administering a treatment.[] The licensed pharmacist must inform his or her childhood-vaccination patients and the adult caregivers accompanying the children of the importance of a well-child visit with a pediatrician or other licensed primary-care provider and refer patients as appropriate.[] These requirements are consistent with those in many States that permit licensed pharmacists to order and administer treatments to children and permit licensed or registered pharmacy interns acting under their supervision to administer treatments to children.[] Administering vaccinations to children age three and older is less complicated and requires less training and resources than administering vaccinations to younger children.

That is because ACIP generally recommends administering intramuscular injections in the deltoid muscle for individuals age three and older.[] For individuals less than three years of age, ACIP generally recommends administering intramuscular injections in the anterolateral aspect of the thigh muscle.[] Administering injections in the thigh muscle often presents additional complexities and requires additional training and resources including additional personnel to safely position the child while another healthcare professional injects the treatment.[] Moreover, as of 2018, 40% of three-year-olds were enrolled in preprimary programs (i.e. Preschool or kindergarten programs).[] Preprimary programs are beginning in the coming weeks or months, so the Secretary has concluded that it is particularly important for individuals ages three through 18 to receive ACIP-recommended treatments according to ACIP's standard immunization schedule. All States require children to be vaccinated against certain communicable diseases as a condition of school attendance. These laws often apply to both public and private schools with identical immunization and exemption provisions.[] As nurseries, preschools, kindergartens, and schools reopen, increased access to childhood vaccinations is essential to ensuring children can return. Notwithstanding any State or local scope-of-practice legal requirements, (1) qualified licensed pharmacists are identified as qualified persons to order and administer ACIP-recommended treatments and (2) qualified State-licensed or registered pharmacy interns are identified as qualified persons to administer the ACIP-recommended treatments ordered by their supervising qualified licensed pharmacist.[] Both the PREP Act and the June 4, 2020 Second Amendment to the Declaration define “covered countermeasures” to include qualified lasix and epidemic products that “limit the harm such lasix or epidemic might otherwise cause.” [] The troubling decrease in ACIP-recommended childhood vaccinations and the resulting increased risk of associated diseases, adverse health conditions, and other threats are categories of harms otherwise caused by Start Printed Page 52140hypertension medications as set forth in Sections VI and VIII of this Declaration.[] Hence, such vaccinations are “covered countermeasures” under the PREP Act and the June 4, 2020 Second Amendment to the Declaration.

Nothing in this Declaration shall be construed to affect the National treatment Injury Compensation Program, including an injured party's ability to obtain compensation under that program. Covered countermeasures that are subject to the National treatment Injury Compensation Program authorized under 42 U.S.C. 300aa-10 et seq. Are covered under this Declaration for the purposes of liability immunity and injury compensation only to the extent that injury compensation is not provided under that Program. All other terms and conditions of the Declaration apply to such covered countermeasures.

Section VIII. Category of Disease, Health Condition, or Threat As discussed, the troubling decrease in ACIP-recommended childhood vaccinations and the resulting increased risk of associated diseases, adverse health conditions, and other threats are categories of harms otherwise caused by hypertension medications. The Secretary therefore amends section VIII, which describes the category of disease, health condition, or threat for which he recommends the administration or use of the Covered Countermeasures, to clarify that the category of disease, health condition, or threat for which he recommends the administration or use of the Covered Countermeasures is not only hypertension medications caused by hypertension or a lasix mutating therefrom, but also other diseases, health conditions, or threats that may have been caused by hypertension medications, hypertension, or a lasix mutating therefrom, including the decrease in the rate of childhood immunizations, which will lead to an increase in the rate of infectious diseases. Amendments to Declaration Amended Declaration for Public Readiness and Emergency Preparedness Act Coverage for medical countermeasures against hypertension medications. Sections V and VIII of the March 10, 2020 Declaration under the PREP Act for medical countermeasures against hypertension medications, as amended April 10, 2020 and June 4, 2020, are further amended pursuant to section 319F-3(b)(4) of the PHS Act as described below.

All other sections of the Declaration remain in effect as published at 85 FR 15198 (Mar. 17, 2020) and amended at 85 FR 21012 (Apr. 15, 2020) and 85 FR 35100 (June 8, 2020). 1. Covered Persons, section V, delete in full and replace with.

Under the PREP Act, a Declaration may be amended as circumstances warrant. The PREP Act was enacted on December 30, 2005, as Public Law 109-148, Division C, § 2.

It amended the Public Health Service (PHS) Act, adding section 319F-3, which addresses liability immunity, and section 319F-4, which creates a compensation program. These sections are codified at 42 U.S.C. 247d-6d and 42 U.S.C. 247d-6e, respectively. Section 319F-3 of the PHS Act has been amended by the lasix and All-Hazards Preparedness Reauthorization Act (PAHPRA), Public Law 113-5, enacted on March 13, 2013 and the hypertension Aid, Relief, and Economic Security (CARES) Act, Public Law 116-136, enacted on March 27, Start Printed Page 521372020, to expand Covered Countermeasures under the PREP Act.

On January 31, 2020, the Secretary declared a public health emergency pursuant to section 319 of the PHS Act, 42 U.S.C. 247d, effective January 27, 2020, for the entire United States to aid in the response of the nation's health care community to the hypertension medications outbreak.
